font-family: Verdana;\">The 16th Street &#8220;Barrio&#8221; neighborhood in Phoenix, Arizona is rich in both characters and character. \u00a0The latter is evident in the color wheel of unabashedly audacious and brash murals festooning the walls along the street. \u00a0It&#8217;s art with an attitude, art that inspires double-takes. \u00a0Who needs a gallery when you can drive up and down 16th Street and see better-than-museum-quality art depicting the culture and personality of the barrio: the iconic imagery of Dia De Los Muertos figures, low riders, masked luchadores, Mayan deities and so much more.\u00a0<\/span><\/p>\n<figure id=\"attachment_59514\" aria-describedby=\"caption-attachment-59514\" style=\"width: 750px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-59514 lazyload\" style=\"--smush-placeholder-width: 750px; font-family: Verdana;\">One of the most vivid threads in the rich and diverse tapestry that is the Phoenix&#8217;s 16th Street &#8220;barrio&#8221; neighborhood is Chef Silvana Salcido Esparza of the aptly named Barrio Cafe. \u00a0 Arizona Highways TV believes, in fact, that &#8220;<em>if streets were assigned mayors, Silvana would be it&#8221; <\/em>for 16th Street.&#8221; \u00a0Not only is she widely considered the driving force and inspiration behind the revitalization of &#8220;Calle Diesz Y Seis,&#8221; she is its biggest star and main attraction&#8211;a James Beard &#8220;Best Chef: Southwest&#8221; Award-nominee several times and a charismatic whirling dervish who bantered easily with Food Network Star Guy Fieri on on Diners, Drive-Ins and Dives. \u00a0<\/span><\/p>\n<figure id=\"attachment_59513\" aria-describedby=\"caption-attachment-59513\" style=\"width: 750px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-59513 lazyload\" style=\"--smush-placeholder-width: 750px; font-family: Verdana;\">Fittingly\u00a0<\/span><span style=\"font-family: Verdana; font-size: small;\">the tatted up &#8220;mayor of 16th Street&#8221; lovingly surveils her neighborhood from her low-to-the-ground\u00a01950 Chevy Deluxe sporting the vanity plate &#8220;GTATTOS.&#8221; \u00a0 It&#8217;s one of several vintage low riders depicted on murals in the alley behind the cafe. \u00a0Her own smiling countenance is depicted in a &#8220;Bienvenidos a Phoenix&#8221; mural in that alley. \u00a0Unfortunately during our inaugural visit, we weren&#8217;t able to meet the famous chef and heartbeat of the community. \u00a0At the time, the Chef Esparza was doting over her nephew&#8217;s newborn. \u00a0We had to settle for asking a lot of questions of a loyal waitstaff which obviously loves their boss. \u00a0Nary a disparaging word was spoken&#8211;an understatement.<\/span><\/p>\n<figure id=\"attachment_59528\" aria-describedby=\"caption-attachment-59528\" style=\"width: 750px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-59528 lazyload\" style=\"--smush-placeholder-width: 750px; font-family: Verdana;\"><strong>23 December 2020<\/strong>: Our server confided that during the October, 2020 visit to Phoenix by President elect Joe Biden and his running mate Kamala Harris, the former Vice President mentioned in his speech that Chef Esparza was battling a terminal disease. \u00a0Not that sarcoidosis, an incurable inflammatory disease, can slow down the irrepressible<\/span><span style=\"font-size: small; font-family: Verdana;\">\u00a0chef. \u00a0Nor did the pandemic. When COVID-19 first hit, she selflessly closed her restaurants down to feed the homeless. \u00a0In between government mandated closures and resets, she chose to give up her health insurance to keep Barrio Cafe open. \u00a0<strong>21 December 2021<\/strong>: \u00a0When we inquired about Chef Esparza&#8217;s health, our server shared that she has good and bad days, but is eating healthy and doing all she can to battle sarcoidosis. \u00a0Once again we didn&#8217;t get to meet her, but her spirit so fills the space that we sensed her presence throughout.<\/span><\/p>\n<figure id=\"attachment_56599\" aria-describedby=\"caption-attachment-56599\" style=\"width: 525px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-56599 lazyload\" style=\"--smush-placeholder-width: 525px; font-family: Verdana;\">Barrio Cafe is hardly &#8220;just another Mexican restaurant.&#8221; \u00a0It&#8217;s Chef Esparza&#8217;s brainchild and the wellspring of her heart. \u00a0It&#8217;s her personal declaration to the world that Mexican food can be inspired and beautiful&#8230;especially the way she prepares it. \u00a0Barrio Cafe is the culmination of lifelong dreams that began when she learned to cook with her grandmother and worked alongside her parents in the family bakeries. \u00a0In 1996, she moved to Phoenix to attend the Scottsdale Culinary Institute where she applied for and was granted an International Association of Culinary Professionals Scholarship to travel and study food. \u00a0Her chosen destination was Mexico, the land of her progenitors.<\/span><\/p>\n<figure id=\"attachment_56607\" aria-describedby=\"caption-attachment-56607\" style=\"width: 750px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-56607 lazyload\" style=\"--smush-placeholder-width: 750px; font-family: Verdana;\">In 2002, she and her business partner Wendy Gruber launched the Barrio Cafe, heralding an era of growth and vitality for an entire neighborhood. \u00a0 Initially the response of the Phoenix dining community was less than enthusiastic. \u00a0Conditioned to have chips and salsa, beans and rice, yellow cheese and chimichangas at other restaurants across the Phoenix metropolitan area, some guests even stormed out when the aforementioned old standards weren&#8217;t available at the Barrio Cafe. \u00a0In time, the dining public&#8230;particularly the foodie community was won over by the restaurant&#8217;s more sophisticated &#8220;modern&#8221; font-family: Verdana;\">In time, Chef Esparza spearheaded the launch of three other restaurants: Barrio Cafe at the Phoenix Sky Harbor, Barrio Cafe Gran Reserva and Barrio Urbano at the Yard. \u00a0Essentially to save her original restaurant, she shuttered the Barrio Cafe Gran Reserva in April, 2020, another casualty of the pandemic. \u00a0This particular casualty had earned a &#8220;Best of Phoenix&#8221; award in 2016 for &#8220;Best New Mexican Restaurant. \u00a0It also won &#8220;Best Upscale Mexican Restaurant&#8221; in 2017, 2018 and 2019. \u00a0It was a casualty for which Chef Esparza had been nominated for &#8220;Best Chef: Southwest&#8221; font-family: Verdana;\">When she learned about our planned trip to Phoenix, my dear friend <a href=\"https:\/\/www.amazon.com\/Becky-Mercuri\/e\/B001JRXWVW%3Fref=dbs_a_mng_rwt_scns_share\" target=\"_blank\" rel=\"noopener\"><strong>Becky Mercuri<\/strong><\/a> immediately advised me not to miss the Barrio Cafe. \u00a0A former Phoenix resident herself, Becky has long been a fan of Chef Esparza and her food. \u00a0My sister Anita, the only other serious foodie in my family has also long raved about the Barrio Cafe. \u00a0Despite their high praise, we weren&#8217;t quite sure what to expect and outwardly wondered if the culinary fare&#8217;s rather steep price point was warranted. \u00a0It didn&#8217;t take long to determine Chef Esparza&#8217;s food is a bargain at any price!<\/span><\/p>\n<p><span style=\"font-size: small; font-family: Verdana;\"><strong>21 December 2021<\/strong>: The Barrio Cafe is somewhat smaller than we had expected with two dining rooms bisected by a wall along with a small bar and prep area. \u00a0Only a couple of tables graced the dog-friendly patio during our inaugural visit in 2020, but a much larger patio welcomed us a year later. \u00a0 While you&#8217;re perusing the menu (sans chips and salsa, thank you), enjoy the <em><strong>horchata<\/strong><\/em>, the refreshing rice beverage served in an old-fashioned Coke bottle. \u00a0The flavor of this luscious, creamy horchata has a flavor akin to a delightful blending of chocolate milk and rice pudding.<\/span><\/p>\n<figure id=\"attachment_59517\" aria-describedby=\"caption-attachment-59517\" style=\"width: 750px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-59517 lazyload\" style=\"--smush-placeholder-width: 750px; font-family: Verdana;\"><strong>21 December 2021<\/strong>: The &#8220;fuerte&#8221; (which translates from Spanish to strong, sharp or hard, but which signifies &#8220;entree&#8221; on a menu) section of the menu lists only seven items, but that scant number doesn&#8217;t do justice to the artistry and deliciousness of those seven. \u00a0It almost pained me not to have ordered something heretofore new to me, but it&#8217;s impossible to resist the siren&#8217;s call of <em><strong>chiles en nogada<\/strong><\/em> (<em>poblano pepper, chicken, nuts, dried fruits, apples, pears, almond cream reduction, pomegranate seeds<\/em>), a dish invented by nuns in Puebla, Mexico in 1821. \u00a0Adorned in colors of the Mexican flag&#8211;a green chile poblano bathed in a white almond cream sauce garnished with pomegranate seeds&#8211;it&#8217;s been described as &#8220;<em>elegant and a part of our national soul<\/em>&#8221; by Chef Josefina Santacruz who helms two highly regarded restaurants in Mexico City. \u00a0It may well be my very favorite Mexican dish.<\/span><\/p>\n<p><span style=\"font-size: small; font-family: Verdana;\"><strong>23 December 2020<\/strong>: Any other time, I might have envied my Kim&#8217;s entree, the <em><strong>cochinita pibil<\/strong><\/em> (<em>Barrio Cafe&#8217;s award-winning smoked 12-hour achiote-sour cream marinated pork served with corn tortillas, pickled red onions, Yucatan pico de gallo, Sangre del Diablo chile oil with sides of piloncillo carrots, quality beans, Barrio papas and spicy ketchup<\/em>). Utilizing ancient Mayan traditions with European influences, Barrio Cafe&#8217;s version is the very best\u00a0we\u2019ve ever had. font-size: small;\"><strong>23 December 2020<\/strong>: Chef Esparza&#8217;s peregrination throughout Mexico included time in Oaxaca where she learned the art of crafting tlayudas, Oaxacan style corn tacos. \u00a0Tlayudas will never be mistaken for those &#8220;micro tacos&#8221; you have to order by the half-dozen to get enough. \u00a0For one thing, the thick corn tortilla spends time on a griddle where it acquires a pinto pony char. \u00a0Then the tortilla is splayed out flat not molded into an envelope into which sundry ingredients are stuffed. \u00a0We ordered the <em><strong>tlayuda de huitlacoche<\/strong><\/em>, commonly known both as &#8220;Mexico&#8217;s truffle&#8221; and &#8220;corn smut.&#8221; \u00a0Huitlacoche truly does have a flavor that may be impossible to describe.\u00a0 It\u2019s unlike any other flavor, a unique musty earthiness somehow reminiscent, but wholly different than the flavors of truffles or mushrooms. \u00a0A thick layer of huitlacoche sits atop the tortilla. \u00a0Toppings include corn niblets, pico de gallo, grilled white onions and micro-greens. \u00a0Call it one of the best tacos I&#8217;ve ever had. \u00a0<\/span><\/p>\n<p><span style=\"font-family: Verdana; font-size: small;\"><strong>21 December 2021<\/strong>: \u00a0When my Kim had the impertinence to ask why chips weren&#8217;t served with with our esquites, our server reminded her &#8220;<em>we&#8217;re not like other Mexican restaurants<\/em>&#8221; (my bride would have known this had she read my review). \u00a0That&#8217;s readily apparent when you study the section of the menu listing Enchiladas. \u00a0Four enchilada plates are listed: Suizas, Papa Con Calabasitas, Tacuba, Mole and Mole Calabasitas. \u00a0Though we&#8217;re proudly New Mexican, it was actually gratifying to see enchiladas not smothered in red and (or) green chile with a block of grated Cheddar melted atop.<\/span><\/p>\n<figure id=\"attachment_59516\" aria-describedby=\"caption-attachment-59516\" style=\"width: 750px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-59516 lazyload\" style=\"--smush-placeholder-width: 750px; font-size: small;\">After watching an attendant stoke the low and slow flames of El Barrio&#8217;s smoker, we knew the enchiladas of choice this visit would be the <em><strong>Tacuba<\/strong><\/em> (crema, cabrito and quesillo cheese, crispy shallots and cecina. \u00a0Cecina, a Spanish word which can translate to dry meat (as in jerky), cured meat or smoked meat can be a magnificent choice if prepared correctly. \u00a0El Barrio&#8217;s cecina may be the best we&#8217;ve ever had, a smoked flank steak rubbed in spices then finished on the grill with Sangre Del Diablo (devil&#8217;s blood) chile oil. \u00a0Quarter-inch thick slices of cecina are served atop corn tortillas engorged with cabrito (goat) and quesillo (an artisan Oaxacan cheese similar to Monterrey Jack) with crispy shallots. \u00a0Pickled red onions, Sangre de Diablo chile oil and crema are slathered on top with piloncillo carrots and Barrio papas on the side. \u00a0Not only was this a very surprisingly delicious way to enjoy enchiladas, it was further proof that enchiladas don&#8217;t need New Mexico&#8217;s sacrosanct red and (or) green.<\/span><\/p>\n<p><span style=\"font-family: Verdana; font-size: small;\"><strong>21 December 2021<\/strong>: Post-prandial pleasures can be found on the menu section titled &#8220;Algo DULCE como tu&#8221; (something sweet like you). \u00a0There are only two of items on that menu, not that any more choices are needed when those options are flan and <\/span><em style=\"font-family: Verdana; font-size: small;\"><strong>churros<\/strong><\/em><span style=\"font-family: Verdana; font-size: small;\"> (<\/span><i style=\"font-family: Verdana; font-size: small;\">cinnamon-sugar, cajeta de\u00a0<\/i><span style=\"font-family: Verdana; font-size: small;\"><i>cobra<\/i><\/span><i style=\"font-family: Verdana; font-size: small;\">, candied pecans<\/i><span style=\"font-family: Verdana; font-size: small;\">). \u00a0The churros are about the size of a macuahuitl, a Mayan wooden club with embedded obsidian blades. \u00a0The ice cream is just smaller than a haystack. \u00a0Seriously, the only thing more prolific than the size of those churros is the combination of flavors. \u00a0We wanted to lick the plate so as not to miss out on any of the cajeta de\u00a0cabra (goat milk caramel) which is far more rich, silky and deeply rustic tasting than conventional caramel. \u00a0The vanilla bean ice cream is a perfect foil for the delicate and decadent churros. \u00a0This is a dessert worthy of the Barrio Cafe. \u00a0<\/span><\/p>\n<figure id=\"attachment_59519\" aria-describedby=\"caption-attachment-59519\" style=\"width: 525px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-59519 lazyload\" style=\"--smush-placeholder-width: 525px;
